Old Mariner Outboard Carburator Idle Problems

Does anyone on Lake Weiss know a mechanic that can work on old Mariner Outboards (84-86 yr. model)? My engine has been completely overhauled but still will not run at idle speed below 1000 RPMs. It runs well in neutural at 1000 but stalls out when shifting into gear.
