Mercury four stroke engine problem

I have a 2003 70 HP Mercury four stroke. Recently noticed my Tach moving erratically when on plain. This weekend blew an engine fuse. The question is: would a faulty tachometer cause a fuse to blow or is there something going on with the motors electrical system.
Also looking for someone near the Crane Hill area to service my engine. Need yearly service and water pump on the motor above.
