There are a lot of "IFs" in the answer, but I'll answer as well as I can.  APCo says they hope the new license will be signed this summer by the FERC Commissioners, which will make the impact immediate.  IF the license is signed in time, and IF we have a rainy late summer and fall (which is possible with El Nino) and IF all the criteria on the Tallapoosa and Coosa is met to extend the summer into the fall, then the lake will start down about October 15.  IF the criteria is not met, then the lake will start down just after Labor Day.

BTW, IF the license is signed, the lake will go down seven feet each winter instead of the usual ten feet.  The lake will reach seven feet down (483 MD, 484msl) about November 22, and hold that level until refill date which is about February 28, each year.  Also, the plan calls for lowering the lake ten feet every six years for dock/seawall maintenance.
