I don't know for sure, but I think they must get some kind of stipend, because how else would they find a place to live and such before they get a job?  Husband and I were wondering the same thing.  60 Minutes had a segment on Syrian Refugee (of course, it was a love fest).  I don't know where the money comes from in the Budget to bring them here.  In one case, there was a church that sponsored some, found them housing and helped them.  A couple of refugees got jobs from people in the church.
