Not a problem at all. Get an inexpensive compressor and framing nailer from Harbor Freight, 200 pounds of #7 shot from Sure Shot, and put on some chest waders.
Mount hinges to the top of the stringers, and attach them to the fixed pier.
Then get rid of the tools, give me the shot and have Hillary stand on the bottom step. Once the hot air cools, that thing will sink like a rock (you will NEED the waders) – fix it properly when the water drops.
