if --if-if-Congress didnt get paid during a shutdown, they would have more incentive to get something done;

In a shutdown, the congressional staff doesn't report or get paid. This would not include the personal staff, not paid with taxpayers, but the federally funded staff.
But I agree. If the elected officials didn't get paid, they would make sure the budget got passed and they would stop tacking all this extra stuff onto the operating budget.
