says that Trump broke the law when he held up the aid to Ukraine, according to some "bi-partisan", objective group (sorry, having a senior moment).  I don't see how that could possibly be.  Yes, he delayed the release of the aid, but they still got it and it was obligated within the same year it was allocated by the Congress. I'm sorry, I would have posted the link, but the WoPo won't allow a link to their articles unless you are a subsciber.  I've worked from special allocations from Congress to a given purpose before and as long as it was obligated in the year it was allocated, it wasn't a problem.  (because it is one year money and if it isn't obligated, they lose it).

Does anyone have any idea what could be the thinking behind this claim?

There is no such thing as a bipartisan anything.  This is all part of the concerted effort to impeach Trump that started before he was even nominated.  Anything in the NYT is immediately filtered for falsehoods.

Meanwhile, Trump signs China Trade Deal.  USMCO passes.  Judges are being confirmed.  Stock market at all time highs.  Unemployment at record lows.  Right track/wrong track best ever. Soleimani is still dead.  Deep state in deep depression.  Unnecessary regulations whacked.  I could go on and on.

And the Democrats accomplishments?  They have some pens they can sell on Ebay and Warren and Bernie have agreed to a three round cage match with him having a hammer and sickle and her with a tomahawk.

It is the GAO, which is SUPPOSED to be a bipartisan group working for Congress.  Seems that unless Congress put a "transfer immediately with NO delays for any reason" restriction on the President (rather than the end of the fiscal year) there might be a basis for the claim a law was broken.  The thing I think they are focusing on is a staffer's claim that the reason for the holdback was to achieve a foreign policy goal.  I don't know whether that is the case, or even if it is the case whether that is breaking a law.  Seems like the GAO may be doing the biding of the House majority.

This is the same GAO that is wrong about pretty much everything.  And no, GAO is not a non-partisan group as it is filled with people living in DC and surrounding counties who are 95% Democrat.  And of course the timing of this is far too convenient.  The GAO is partisan and incompetent.

I love the last part about how Obama violated the law according to the GAO with the release of Berghdal but nary a peep from the Democrats or the media and Republicans didn't call for his impeachment.  This is deep state bovine excrement and partisan politics from the so-called "non-partisan" GAO staffed overwhelmingly with people that voted for Hillary and will likewise vote for the next Democrat nominee.  Move along folks....nothing to see here.
