The lake level is set by the FERC permit for the dam. Winter pool is 484'. When we have these kind of rain events the level will spike and they will drop it back down to the rule curve for that date as quickly as they can. Interestingly, in the early days of the lake winter pool was 50' below full pool and they almost always filled it for the summer. Until the latest permit, winter pool was 10' below full pool. In 2007 during the drought APCO got a lot of grief over the water level. That's why they increased it by 3' in the latest permit.
