He wants to give $4B to Central American countries for "development'.  This is his solution to the immigration problem.  We've easily given Central America billions over the years - to deal with their civil wars, to deal with drug interdiction, just because it seemed like a good thing to do.  If it hasn't worked before, why think it will work to solve this problem?  And where is he getting all these billions he is committing?

Answer to your last question is more debt.  That is always the left's response to anything....more of our hard earned dollars.  What Biden doesn't understand, and never will, is that the Fed'l govt can't even come close to matching the Yankee dollars that illegal immigrants send back to their socialist hellhole every day.  Those dollars are what keep many of these countries from total collapse.  He also doesn't understand where our dollars end up in these kleptocracies.....hint, not in the pockets of ordinary people.  Those dollars end up in the Swiss bank accounts of the political elite who keep sending their people north for more Yankee dollars.  Apparently they believe since bribery works on them it will work with foreign governments.
