Hey everyone, i am trying to understand who owns the "flood" plan land next to my house.  it is the Corp of Engineers or the City of Rowlett?  also can they sell it or lease it out without telling us?  we live in the county on a private road. Concerned quiet neighborhood owner.  TIA
