small baitfish

There is some type of small baitfish schooling (presumably shad). They are so small that the fish busting them won't hit any of the usual lures schooling fish hit such as rattletraps, sammys, flukes or shad raps. I couldnt even get them to hit crappie jigs behind a cork. We caught a couple and the fish were decent sized spots an even white bass mixed in and they spit up fish about half an inch long. We should have worn them out. Does anybody know what they'll hit when theyre eating such small baitfish?

try a small spinner, That works sometimes.
