Lake Bed Weeds

Our children enjoy swimming in the summer off of our dock. However, there is a lake bed weed or growth coming from the bank that continues to grow more every year. How can you control it or remove it in a way to not disturb marine life? The weed is dead now and as the water has receded we are able to get to it better. The weed is long and very sturdy. Any help woud be appreciated.

LAst year I was fed up and went out and bought this lake rake that is on the link.
Its a little bit of work but it does work and I am glad I bought it.
You can come by one weekend and see it if you like before you buy one if you like.
