To get my console cover on my pontoon boat to fit snug,I have to push the throttle all the way down(full throttle).This engine is a 03 90 Honda four stroke.Was wondering if this could harm the linkage or carbs.

2 things happen when full throttle is applied, fuel is pumped into the intake manifold and just sits there till it evaporates. I wouldn't be as concerned with that with a 4 stroke as I would with a 2 stroke and the oil that would remain. The other thing is the butterflies in the carbs remain open. More chances for something to enter the carbs, insects, etc. When I was turning wrenches, you'd be surprised how many mayflies I pulled out of carbs. But if cover can't be modified, I don't think I'd be to concerned.

I believe that engine has fuel injection rather than carburetors. While I can't answer your question, I would suggest you stop into a Honda dealer and ask the mechanic. i am sure he will have an opinion. Maybe, CAT will read this an post. Cheers.

Why don't you bring it to me and I will sew it so it fits better with the throttle where it is supposed to be. :)
