I would drain the block/manifolds/hoses if I was still young enough to stand on my head and bend into obscene positions to reach the drain plugs. Alas, it ain't gonna' happen. So, I use an electric heat coil/tape that I wrap around the engine and close the top (inside a boathouse). Worked for the last 10 years, and the incidence of power outage at our place has gotten very good.
The best guarantee is no water at all, but, but, but Stuff happens. We'll see very soon??
