You mean they have totally blocked it off so you can't get a boat through? No one should have the right to do that because anything outside 490' is public access. If they have blocked it off and the MP's or APCO find out I suspect they will remove them. If they are just marking a swimming area that is fine. But even that is not enforcable and relies on the courtesy of other boaters.
