OK, with less than 2 weeks left until May 1st and no significant rain in sight how does this lake level thing work exactly?

I have seen posts on the forum that hint at the fact that May 1st is when they start generating power for the summer months and that the water level on May 1 is about as high as it will get for the summer.

Can anyone confirm / deny this information?

If this is the case then it doesn't look like we'll get above 486' for the summer.
