You're forgetting one thing. Alabama Power is responsible for maintaining minimum flow on the river system. This is mandated thru the Corps of Engineers. This means water must be released to keep the river flowing at a predetermined rate. It's not all about making electricity, they are required to release enough water to meet minimum flow. Also, during this time of the year, evaporation accounts for 1/4 to 1/2 inches of lake level per day. Given the drought conditions (not as much water coming into the lake) lake levels will continue to drop.
