The lake was built to generate power you Genius...NOT flood control. We are not in a rainforest. Over the years, the value of Recreation to the area has become much more important to the locals. Filling early allows for higher levels going into the usually "relatively" dry months of summer. If you do not "get" this you are hopeless...

Flood Control...whatever...of course in every rare cases, if the lake is not full, it can help in this way but that is NOT why they built the lake and is NOT its primary function...
