The problem with State is they are not accountable to anyone. At Defense, there is a Commander and fighting troops out there demanding results, not to mention the Combatant Command Commanders going straight to the Joint Chiefs or the Assistant/under Secretary on the OSD staff or SecDef himself. With "leaders" at State like Clinton and Kerry, who couldn't care less about the minions, there is no pressure to do anything and a full inbox means job security.
