For business owners, especially those who deal in cash, under-the-table use of illegals is a win-win if they are willing to take a chance on getting caught.  They take in cash for goods and/or services and pay cash for the labor, as you say often below minimum wage, and with huge tax avoidance benefits.  They don't claim the incoming cash as income, avoiding income taxes, and they don't pay the employer's half of Social Security.  And they don't have to pay for benefits.  The little inconvenient truth is that it is all illegal.
