I think most of the locations of where the drugs cross is a matter of scale - they can send a few pounds at most via a human through the desert or hundreds of pounds hidden in cars/trucks - or just pay off airport security and fly it in.
While on the economy of scale the one drug mule with a few pounds is not the cause of the drug epidemic, it does not help and he is risking his life

GFY does not care about the lives of migrants. He wants them to continue to put their lives at risk instead of just going to a port of entry.
