Can't help you much with the roads. But, if you are just looking for a place for them tonsplash around, go explore Lakeside Park. Just behind the Civic Center. I think there's a public swim area there. If you have a boat, in highly recommend Grand Island. About middle of the lake. Beach your boat on the north side and enjoy. Very kid friendly but only accessible by boat.
