Think of the "rule" as a "Max" level....when things are normal, the lake is usually about 6"-8"  below the rule. When heavy rains come, it sometimes gets up to or above the rule. When the weather is dry, the level can fall well below the rule. This has been a dry year, but the water has been about average when looking at the last 10 years. Last year and the year before were good years, and 2007 was probably the worst the lake has ever seen.
