They are nothing more than video gambling games that are connected to the internet. The same type of opertions that are at the dog tracks. No table games YET!
The businesses sell you a phone card that you use to play with, and also get cut of the proceeds from each terminal, like any other video game. They figured out that if you call it a sweepstakes, then you can fly under the radar of the current law. McDonalds, Burger King, and MANY others offer sweepstakes winnings, so they are getting by for now. What I understand is the 'Milton McGregor enrichment law' is now headed to the supreme court, so each sherriff is using their own discretion (with input form DA's I'm sure) as to whether or not to challenge these things which are popping up like mushrooms all over the place.
From talking to some folks, it seems like Alabama will have full Casino's within a few years. First the Indians in Wetumpka, then Mitlon Mcgregor, will start sprouting his own at the tracks, then who knows.
But like somebody said, there are 3 of them on 280 between AC and Sylacauga, and they are all doing LOTS of business. I learned all this when I sold one of them some of my services. Thats all I know, but I am sure there are LOTS more details. I am sure we will all know in time.
