Regardless Biden threatened to withold aid money ( that we have been told that if it has already been appropriated the President does not have the power to stop it )  unless he got something - Quid pro quo - seems like that was an impeachable offense in the recent past as I recall.

Precedent is so much fun, but this time its "different" because its a demonrat in office.
