The items listed under "Citations" are the tickets that were written OR the custodial arrests made. For example, BUI is a custodial arrest...that person was taken to the county jail. However, "expired registration" is a written citation or ticket, it means the same thing. They are given a copy of the ticket and sent on their way.

In general, for a ticket to be issued a violation of the law must be observed by an officer. That is true for any police officer.

I'm not sure if that answers your question or not.
