It's obvious that both sides are talking past each other and not to each other. Neither constituency will change the minds of those on the other side of the issue. The only minds that have been changed are those who found out that the substitute bill will impact them while the initial bill did not. They have been sitting on the sidelines and suddenly want to add their voices to the discent. But that is reasonable.

Most of those who are opposed to the bill have been doing the chicken little routine. The sky is falling, the sky is falling. They are also resorting to the old trick of throwing so much stuff against the wall in hopes that some of it will stick. They argue that enforcement is the answer but many more marine police and faster patrol boats would be needed. The marine police can't enforce the existing 85 decibel law because they can't get close enough to the fast boats to get the meter reading from the equipment that has been given to them. The naysayers also argue that their privelidges are being taken away. Those privelidges are merely being scaled back to certain locations and choices to own smaller or slower boats. They claim that they own big boats because they can't afford Lake Martin property. Everyone knows that you can finance LM property just as affordably as that big boat. Just buy a small lake house rather than a large one. Remember that lake property appreciates in value while those big boats rapidly depreciate.

Some of those on the side who support the bill are missing the point and focus on the big boats because, in their minds, they cause the wakes that injure other boaters, property owners, and cause erosion to the shoreline. It isn't about the wakes. Everyone knows that even small craft that plow through the water with bows high, and the wakeboard boats, are those who have caused far greater wake problems.

What it is really all about is the looming problem of an ever-increasing number of big boats and fast boats. Alabama Power's concern is the liability issue on their reservoirs. In our litigious society the injured litigant sues those with the deepest pockets. Alabama Power hasn't been ignoring that laser dot that has remained on their chest that has been there since the land was flooded. They have patiently waited for someone else to present the idea of banning big and fast boats. They also wanted their liability reduced on all of their reservoirs not just one.

Everybody also knows that if either of the bills were put to a popular vote the big and the fast would be gone in a New York minute and by landslide numbers. May the most effective team win.
