I don't know why President's bother with these summits. It takes months to put one together. The big guys come in for about an hour of making statements. Then the subtopics get broken down into working groups, populated by staffers on all sides. They decide to meet (every six months, most likely). They come up with procedural format. Then they report back to the big guys for a large session group grope when everyone decides that it was a wonderful idea.

And then the working groups generate papers that they exchange. And they end up having meetings of which nothing ever comes. We mostly will send our "experts" but the other countries generally don't. They send "spokes-people", so there never can be any real progress. Eventually these meetings get carved in stone and will go one for years with nothing really happening. But, no one will ever suggest that they should stop. It becomes resume filler.

What a waste of time. And it's not just Obama that has had "summits". It a way to look like you are making an impact, kinda like rearraging the furniture.
