It could happen but I wouldn't count on it! When I built my pier, the last 2 holes I dug were just inside the water line. As I dug, the hole would, of course, fill with water and begin to cave in around the sides. When I got the depth o.k., I got a coffee can and bailed as much of the water and mud as I could and threw the pole into the hole. I had three 80-lb bags of dry quikrete ready and dumped all 240 pounds into the hole...leveled the
pole, checked measurements...job done. It has done fine but was a lot more work and more expensive.
