I have just read an AP article in the Decatur Daily and I quote from part of the article:

"We are not in Afghanistan to make sure that Americans don't die; We are in Afghanistan to make sure fewer Afghan civilians die". as per Andrew Exum of the Center for a New American Security.

I also read in this same article that insurgents will basically be protected from air and ground actions if they are in civilian houses.

Is this the change that our troops have been waiting for?
