I am not sure if your question was totally understood. Do not put any of these into the water. If and this is how I read your question you are going to have this wire on the top of the ground and you want to be able to pull it up when you want to. Then by all means use a 12 gauge extent ion cord. If you are going to put an outlet near the water and want the wire buried then use underground or burial wire. If this is what you are trying to do then I would also recommend a GFI outlet
