How exactly did he betray Bush? I think the shoe was on the other foot --- Bush betrayed him. Yet, he stayed on as Secretary of State because he felt that the President needed to hear some balance and he was loyal to Bush and cared about the country enough while Rumsfelt and the others froze him out because he disagreed with them about Iraq. And after he left the Bush Administration he didn't bad mouth Bush. He was furious and broke off a long standing friendship with his own Chief of Staff after he wrote a book about what went on in the Administration.

And it turned out what he told Bush about invading Iraq was true... "you break it, you bought it".
