Not a lot different than any other Administration. You just don't see it publicized very often.
I think DOD does about the best of not wasting money on administrative expenses. (now I'm not saying they don't have other excesses, but that is a different conversation.) When I was still working for the Army, we had an Assistant Secretary (political appointee during the Bush administration). He decided he wanted to go to the Paris Airshow. Airshows are considered to be both marketing of it's military aviation equipment and kind of a show of force. Anyway, this guy decided to go. First he wanted a suite at the Ritz. He was shut down on that. Then he wanted breakfast with Pamela Harriman (Ambassador to France). He wasn't important enough. Then he wanted a private tour of an Impressionist museum. He was shot down on that one too.
Pulbic Officials are supposed to be good stewards of the taxpayers dollars and the ethics rules say that even if something doesn't, but gives the appearance of the wasting tax payers money, not supposed to do it.
As a former government employee, it really amazes me the things these cabinet Secretaries are spending money on. So far out of bounds for ethics. The Chief of Staff of the Army (military 4 star) was challenged about the use of a helicopter from the Pentagon to Andrews AFB. My, how times have changed.
