The converter box will allow reception of OFF-AIR digital TV signals, and not necessarily those from a cable system since the signal format is normally different from an off air signal.
The converter coupon will cover about half the cost of the box when they hit the stores in March 2008 or so.
The FCC is mandating Feb 2009 as the date that analog TV (ie, WSFA's channel 12 service that's been there for years) is cut off. The new digital signals are on other channels, but might revert back to the old analog channel in a digital transmission format after the analog is cut off.
Be sure any new TV you buy has a ATSC tuner. Putting up an outdoor antenna will allow reception of all of the local channels. Satellite and Cable TV often doesn't carry the additional digital channels from the local stations.
