Move one under cover of darkness.   It is about the only way you can get one.  

Try to find one that does not have a number on it. 

It also does not need to be one that is close by.  

You should try the slew where the dock for Catherine's store is located.  They have about half a mile marked as no wake.  It was that way before the store dock got there.  I know some of them have been moved but there are still plenty left.
