They never said they weren't releasing any water. They greatly reduced the amount of water being released. A minimum amount of water has to be released to keep the river flowing for fish, water intakes by cities, and dilution of sewage releases from cities.

Amount of water being released now may be about 20% of normal. Rain is the only answer--gotta have more.
