It IS against the law for log trucks, or anyone else, to dump mud from their vehicles on the roads.  Call the State Trooper office and/or Sheriff and give them location, etc.  I've seen loggers in the road with shovels cleaning up while the Trooper stood over them with blue lights twirling.  Take your beef to the proper folks.
