Well the way I see it and I am sure others will see it differently,is that this is no different than any of the other legislation.A few bad apples always seem to mess things up for everyone else.Lack of selfcontrol rules the day until some legislator decides to make a name for himself and legislate us back to our senses.It is very simple people either police yourselves or be policed by your government.Think about that next time you see one of your friends operating his or her vessel in an unsafe and or wreckless manner,then instead of saying that was cool,pull him to the side and say hey don't let me see you doing that again.You would be suprised how much effect positive peer presure can have .
