There should be a piece of wood on the back side of the fiberglass. I am not sure what kind of boat you have but hopefully you can get to the back side of the surface it is mounted too. If it is wood it may be rotten or the screw is stripped thru or it may not have anything on the back side at all. My guess is that it is just fastened to the fiberglass only.
I think you will need to put a piece of wood behind it and get some longer Stainless screws similar to the existing ones. Screws with nuts and large washers would be the best.
The wood would really need to be fiberglassed to the back surface if possible.
Bring it to my shop and I will fix it for you or you can do it yourself.
