The problem is they scammed the insurers into becoming government contractors on the promise of additional payments should they lose money.  As is typical with the government, they only approved 11% of what was requested.  Meanwhile the Feds hire thousands of people on the government payroll to administer something...of course they are better known as SIEU slaves that give their money to the union to give to Democrats.  It's essentially money laundering but with our money.
