Going down due to lack of rain.  They are allowed to fluctuate between the FloodControl (High water mark) and Operating curve (Low Water Mark).  Operating curve starts dropping in July - Flood Control curve starts dropping in Sept 1 or Oct15 depending on the CFE.    So technically, even with the CFE in place, water level could be as low as 486.5 on Oct 15th.
