Yes, I think this was one of the revisions of his original comments.   The important thing to me is that he really hadn't thought much about it and was clearly answering off the top of his head....  Not the answer you would expect from a serious presidential candidate who had given much consideration to the issue.   That's just The Donald for you.   A mile wide and an inch deep.
