I think you handleed it correctly, unfortunately it did not work. Personally I think I would keep a box of firecrackers by the dock and if he did not cooporate, toss a few lit ones in the water around your dock. There would be no reason to stay there and fish anymore.

I understand that he is fishing, but he does not need to "camp out" at someone's dock. If my wife and son were down at the lakehouse by themselves, that would creep them out and make me worried.
