Hmmm - where to start? I think Martini listed a lot of the things I agree with.
One of the biggest problems is the government making it easy to be irresponsible, and in some cases 9like payments increasing as the number of illegitimate children increases) the government encourages irresponsible behavior.
But the main problem is a lack of accountability for those irresponsible acts. Its time for "tough love", where we remove or reduce the financial attractiveness.
We also need to give our teachers more leeway in the classroom to insist on order and discipline. A lot of these kids grow up with no structure in their lives, and we need to remove, or at least change the rules about in-class discipline.
We also need to support movements like Common Ground Montgomery, where courageous families move into the ghetto and provide kids with the love, nurturing, and structure that is so lacking these days. I helped with their Christmas store (where they sell donated gifts at greatly reduced prices) and to see the way those kids respond to a safe, Christian, loving environment is remarkable.
I could go on and on, but the obvious answer starts with the home environment - until the parent(s) build an environment in the home of love, nurturing, and accountability for wayward acts, we will still have these problems. And all the welfare, WIC, food stamps, unemployment payments, and tax refunds for doing NOTHING won't change that.
