Actually this word took hold during the Bush Administration. Everybody was always worrying about "transparency" and whether the Congress and the public would know that you were bing transparent in your actions.
My philosophy has always been this -- If I keep telling you that everything is "transparent" then it likely isn't and watch out.
Same applies to those who claim to be a "people person". I've never seen anyone who claims to be one, every really act like one.
Some kind of weird psychology seems to be that if I tell you often enough that something "is" then won't notice when it's not. The problem with "transparency" is that everyone defines it slightly differently.
