Your message probably has a hidden question, but as I understand it you can take out but you can't add to the dirt in the lake. What you do with it once you take it out is probably a mute point. I have built several sea walls in the past and APCO will tell you that you can use the dirt from the lake to back fill to the 490 mark. With that said you can't extend your property into the lake, as in adding to your property. Usually you can move the seawall out a couple of feet to help in the process of construction. Hope this helps, and as always your best bet is to contact APCO for the real deal. Mr Payne and Mr. Reames can point you in the right direction.
