I sure would like to find some fundamental point of agreement on this, surely there is something both side can agree on.  My suggestion would be that we look at what the expense of climate change will be.   Whether & how much mankind is contributing to changes in the environment, we might all agree that any changes are going to be expensive to cope with.

More intense storms, denser coastal populations, rising tides, long lasting changes in water availability in expanding regions of Northern Africa and the Middle East... plus those same burdens on life in the US when water resources aren't being replenished by droughts.  

My take on it is that we had better prepare and do anything we can to avoid those additional costs because our kids will be bearing them for us.  But that's just me.

So can Conservatives and Progressives agree that if we do experience significant climate changes... even if they occur over a really long time... that's something we should try to avoid if we can?    Coping with environmental changes will be the ultimate drag on our economy......
