Not being a government type I will say that keeping their clearance for very senior personnel might make sense.  There is a cost for the investigation and as we all know, people rotate in and out of administrations.  John Bolton is a recent example although there are tons more.  And when the next Dem president is elected it would not surprise me to see a handful of former Obama admin officials getting a position in the new administration.  Helpful to hold onto their clearance in that case.

But if someone is terminated for cause they should lose their clearance.  And if they monetize their clearance they should lose it.  Either way this move strikes me as not very helpful to cherry pick Trump critics for this treatment.  If they want to make a change, make it apply to everyone equally.  There is a some rationale for that approach and things can happen in the interim between their last role and when they are proposed for a new role that might impact their clearance.  If they are never re-investigated we would never know.  So change it for anyone that leaves government service or forget this singling out critics.
