Gonefishn brings up a good point. The property tax associated with the land and the structure of the building up to 1 " away from your sheetrock - this is covered by the assocation fee. The property tax value of your unit itself (usually defined as your sheetrock in) - that is not covered. You will get a bill for that from the assessor.

But I stress - all associations are different. The key thing is to get a copy of all HOA documents and financial records for your review ~before~ you close, for the particular unit you have under contract.
