Maybe it seems scary now but I did it.  More than once.  Of course my dad was next to me in the boat within arm's reach of the controls but I operated it.  But of course my dad bought me my first shotgun for my 7th birthday.  In today's world he would probably go to jail for that.  I guess my point about licensing is one person has to take the exam, all should have to take it regardless of age.  It's silly to think someone is more apt to properly and safely operate a boat based soley on their age.
